Hapalnia is a small Ibaglian dependency. It is located approximately 500 miles North of Ibagli. It was transferred to Ibagli in 2004, having previously been a British overseas territory. As of 2005, the population of Hapalnia is 9,628.
Government
The Queen is represented in Hapalnia by a Governor, who is appointed by the Queen on the advice of the Prime Minister of Ibagli. The current Governor is Sir Richard Whitecliffe. He is the second Ibaglian-appointed Governor, the first having been Sir Steven Spell, who was appointed in early 2004 to assist the transition. He resigned in late 2005, the transition having ended.
The island has a legislature that was established in 1987. It consists of a Legislative Assembly, made up of 25 members elected in electoral districts; and a Legislative Council, made up of 15 people. 7 are appointed by the Governor upon the advice of the Chief Minister. 5 are appointed upon the advice of the Leader of the Opposition, and 3 are appointed by the Governor acting on his own discretion.
The Chief Minister of Hapalnia is the head of government and is appointed by the Governor, who traditionally appoints the leader of the majority party in the Legislative Assembly. The current Chief Minister is Donald Kemp.
