WHEREAS by an Order in Council dated 29 May 1955 Her Majesty was pleased to enact that Ibagli shall become a sovereign democratic state under her dominion;

AND WHEREAS it is necessary that a Constitution be enacted for Ibagli in order to serve the people of Ibagli after its independence;

AND WHEREAS it is found desirable that the people of Ibagli have certain rights that cannot be removed from them, and shall be subject only to reasonable limits that are present in a free and democratic society.

Be it therefore enacted by the Queen’s most Excellent Majesty, by and with the consent of the Senate and the Commons in this present Parliament assembled, and with the authority of the same, as follows:

==I. Preliminary==

'''1.''' This act may be cited as the ''Constitution Act'', 1955

==II. Executive Power==

'''2.''' The executive government, power, and authority over Ibagli shall be vested in the Queen.

'''3.''' Provisions of this act that refer to the Governor-General extend and apply to the Governor-General for the time being of Ibagli, or the Chief Executive or Administrator of Ibagli, by whatever title he is designated.

There shall be a council to advise and aid the government of Ibagli, to be styled the Executive Council of Ibagli; and the persons who are to be Members of the said council shall be summoned from time to time by the Governor-General and be sworn in as Councillors, and Members may be removed from time to time by the Governor-General.

'''5.''' The provisions of this act referring to the Governor-General in council shall be construed as referring to the Governor-General acting by and with the advice and consent of the Executive Council of Ibagli.

'''6.''' The Command-in-Chief of the militias of Ibagli, and of all naval and military forces in Ibagli shall be vested in the Queen.

==III. Legislative Power==

'''7.''' There shall be one Parliament for Ibagli, consisting of the Queen, an Upper House styled the Senate, and a House of Commons.

'''8.''' The powers, privileges, and immunities of the Senate and House of Commons, and of the members thereof, shall be from time to time determined by Acts of the Parliament of Ibagli.

'''12.''' The Governor-General may from time to time, summon qualified persons to be Senators by instrument under the Great Seal of Ibagli and in the Queen’s name; and, under the provisions of this act, such persons will be members of the Senate and Senators.

'''13.''' A Senator shall, subject to the provisions of this Act, hold his place in the Senate for life.

'''14.''' The seat of A Senator shall become vacant in any of the following cases:

:(1) If he fails to attend two consecutive sessions of the Senate;

:(2) If he takes an oath or makes declaration of allegiance, obedience, and adherence to a foreign power, or does become a subject or a citizen of a foreign power;

:(3) If he is convicted of treason, or any other felony or infamous crime;

:(4) If he does resign his seat in the Senate by writing under his own hand addressed to the Governor-General; or

:(5) If he becomes a member of the House of Commons.

'''15.''' In the event of a vacancy in the Senate, the Governor-General shall summon a qualified individual to fill the vacancy.

'''16.''' The Governor-General shall from time to time appoint a Senator to be speaker of the Senate, and may from time to time remove him and appoint another.

'''17.''' The Speaker of the Senate shall, in the event of his absence out of the Senate, appoint a Senator to be Deputy Speaker to exercise the powers of the Office of Speaker of the Senate.

'''18.''' The presence of ten Senators, including the Speaker or a Deputy Speaker, unless otherwise provided by an Act of the Parliament of Ibagli, shall be necessary to constitute a Meeting of the Senate for the exercise of its powers.

'''19.''' Questions arising in the Senate shall be decided by a majority voice, with the Speaker or Deputy Speaker constituting one vote in all cases; and in the event that the voices are equal the Decision shall be deemed to be in the negative.

''The House of Commons''

'''20.''' The numbers of the membership of the House of Commons shall be defined by an Act of the Parliament of Ibagli so long as that number is not more than one hundred twenty or less than thirty.

'''21.''' The House of Commons shall elect one of its Members to be Speaker after a General Election or the death or resignation of the Speaker.

'''21.1.''' In the event of the death or resignation of the Speaker during a sitting of the House of Commons, the House may continue to proceed with urgent matters related to the safety or security of Ibagli so long as:

:(1) The last person to be appointed Deputy Speaker presides over the House; or

:(2) A clerk of the House of Commons who is not a member thereof presides over the House.

'''22.''' The Speaker of the House of Commons shall, in the event of his absence out of the House, appoint a member to be Deputy Speaker to exercise the powers of the Office of Speaker of the House of Commons.

'''23.''' The Speaker of the House of Commons or Deputy Speaker of the House of Commons shall preside at all meetings of the House.

'''24.''' The presence of ten members of the House of Commons including the Speaker shall be necessary to constitute a meeting of the House of Commons.

'''25.''' Questions arising in the House of Commons shall be decided by a majority voice, with the speaker only voting if the voices are equal.

''Money votes; Royal Assent''

'''26.''' Bills for appropriating the Public Revenue, or for imposing a tax, shall originate in the House of Commons.

When a bill passed by the Houses of Parliament is presented to the Governor-General for the signification of the Queen’s Assent, he shall declare, subject to his discretion and the provisions of this act and of the Queen’s instructions, that he assents to the Bill in the Queen’s Name, that he withholds the Queen’s assent, or that he reserves the Bill for the signification of the Queen’s Pleasure.

When the Governor-General assents to a Bill in the Queen’s Name, he shall submit a copy of the act to Her Majesty, and if the Queen in Council should, within two years from the date that the act was submitted to Her Majesty, thinks fit to disallow the Act, such disallowance shall be signified to the Houses by the Governor-General and annul the Act.

'''29.''' A Bill reserved for the signification of the Queen’s pleasure shall not be of force and effect unless the Governor-General signifies to the Houses that it has received the Assent of the Queen-in-Council.

==IV. Judiciary==

'''30.''' The judicial power of Ibagli shall be vested in a court to be styled the Supreme Court of Ibagli and in other such courts as the Parliament of Ibagli deems necessary to create.

'''31.''' The Supreme Court of Ibagli shall consist of a Chief Justice and as many puisne judges, not less than two, as the Parliament of Ibagli deems necessary.

'''32.''' No Act of Parliament lowering the number of judges of the Supreme Court of Ibagli shall remove any judge from office.

'''33.''' The Governor-General shall appoint the Chief Justice and puisne judges of the Supreme Court of Ibagli and the judges of other courts created by the Parliament of Ibagli.'''

'''34.''' The judges of the courts of Ibagli shall hold office during good behaviour, and may be removed by the Governor-General on address of the House of Commons and Senate, which address shall enumerate the misbehaviours or reasons for incapacity of the said judge.

:(3) have the validity of the detention determined by way of habeas corpus and be released if the detention is not lawful.

'''46.''' Any person within Ibagli or under the jurisdiction of Ibagli charged with an offence shall:

:(1) be informed of the offence without delay;

:(2) be tried within a reasonable time;

:(3) not be compelled to be a witness in proceedings against that person in respect of the offence;

:(4) be presumed innocent until proven guilty according to law in a fair and public hearing by an impartial party or parties;

:(5) not be denied reasonable bail without just cause;

:(6) not be found guilty on account of any act or omission unless, at the time of the act or omission, it constituted an offence under Ibaglian or international law or was criminal according to the general principles of law recognized by the community of nations;

:(7) if finally acquitted of the offence, not be tried for it again and, if finally found guilty and punished for the offence, not to be tried or punished for it again; and

:(8) have the right, if found guilty of the offence and if the punishment for the offence has been varied between the time of commission and the time of sentencing, to the benefit of the lesser punishment.

==Early Life==

Smallegan was born on 15 May 1975 in [[Tapachek]], [[Hapalnia]]. He attended secondary school in Hapalnia and attended [[Thistledowne University]] in [[Ibagli]].

In the February 1999 election in Hapalnia, Smallegan was elected to the [[Legislative Assembly of Hapalnia]] as a member of the Conservative Party of Hapalnia.

==Chief Minister of Hapalnia==

In 2004, Hapalnia became a dependency of Ibagli. Shortly thereafter, Smallegan was elected leader of the Conservative Party of Hapalnia, and was appointed [[Chief Minister of Hapalnia|Chief Minister]] by [[Governor of Hapalnia|Governor]] Sir [[Steven Spell]].

In 2005, Smallegan tendered his resignation as Chief Minister to the Governor in order to run for a seat in the Ibaglian [[House of Commons]].

==Musical Career==

Smallegan was well-liked as Chief Minister of Hapalnia, and continued to serve in this role through the creation of the [[Ibaglian Symphony Orchestra]]. Smallegan created the ISO as a cultural outlet for talent in Ibagli and Hapalnia. Immediately, the ensemble was recognized as a very successful performance group. It created a unique identity in that it played both modern, nontraditional musical selections and traditional classical selections.

==Member of Parliament==

Smallegan was elected to the House of Commons as a member of the [[Conservative Party]] on 13 April 2005 in a by-election in the district of [[Hampton (Electoral District)|Hampton]].

On 19 July 2005, Smallegan voted for a motion to create a [[Republicanism in Ibagli|Republic]]. (The motion would later be responsible for the downfall of [[Prime Minister of Ibagli|Prime Minister]] [[Vincent McNeese]].) Shortly thereafter, Smallegan was dismissed from the Conservative Party.

Soon after his dismissal, Smallegan created the [[New Conservative Party]].

==Leader of the Opposition==

When the [[New Conservative Party]] was formed, it nearly immediately overtook the [[Conservative Party]] as the Official Opposition. Several Conservative and [[Liberal Party|Liberal]] MPs crossed the aisle, making Smallegan the [[Leader of the Opposition]]. Once he obtained this position, he was able to begin working towards expanding the goals and priorities of the New Conservative Party into the House of Commons. Even though it would be difficult to execute given the NCPs minority status, Smallegan believed that the "centrist idealism" of the New Conservative Party would be able to push important legislation through Parliament.

As the Leader of the Opposition, Smallegan's primary goals were to make the New Conservative Party known, and to discredit the rumors that the party was a short-lived startup party. Liberal and Conservative MPs accused the New Conservatives of being too loosely organized with a lack of vision and no clear plan for Ibagli. To discredit these rumors, Smallegan began to plan legislation in the areas of Health, Family, Security, and the Environment. The first issue that was addressed in the New Conservative Caucus by Smallegan was the environment. Smallegan felt that the Conservative Party did not address the issue as he felt it needed to be, and he also felt that the Liberals had not passed key environmental legislation through the House for months. Smallegan and his party set into motion plans for new Environmental legislation.

In addition, the party began a new platform based on health and wellness, family values, security and safety, the environment, and Ibaglian lifestyles in general.

==Prime Minister==

On 11 December 2005, Smallegan was appointed [[Prime Minister of Ibagli|Prime Minister]] by [[Governor-General of Ibagli|Governor-General]] Dame [[Annette Farquhar]] on the condition that he reappoint the [[Senate|Senators]] dismissed in the [[prorogation scandal]] and advise a dissolution of [[Parliament of Ibagli|Parliament]]. A [[Elections in Ibagli|general election]] was called for [[January 2006 General Election|12 January 2007]].

The January 2006 elections were crucial to Smallegan and the New Conservative Party. Smallegan decided that his strategy would be to promote health and wellness of Ibaglians first, and emphasize the mistakes of the previous two Liberal governments. At the beginning of the Campaign, Smallegan proposed the controversial "[[Cooky Tax]]" that would limit imports and exports of "junk foods" and make importing healthy alternatives less expensive. This idea was not well received by the public, and was used against him in the coming days and weeks of the campaign. As such, Smallegan reversed the wellness plans and decided to take the campaign in the direction of overall health. As such, he emphasized the importance of exercise in daily lives. The YMCA Coalition that was formed between the New Conservative Party and the YMCA International Program was due to Smallegan's belief in the importance of a healthy society.

The campaign continued, and another crucial blow to Smallegan and the New Conservative Party was the failed Green-New Conservative merger. There were initial plans to convert the New Conservative Party into the Progressive Conservative Party- a combination of Greens and New Conservatives into one party. The idea was that this new party would put world affairs and the environment much higher on their list of important issues. Smallegan and Green Party leader [[Steven Lyall]] both agreed on United Nations Millennium Goals and increased world involvement. The key issue that they disagreed on was the Environment. The Green Party wished Smallegan to place more of an emphasis on the Environment, and push for much more radical environmental reform. As a result, Smallegan agreed to place Environmental issues directly into the new platform and to work closely with Lyall and the rest of the Green Party to make sure the Environment was addressed. Smallegan and Lyall completed the agreement of becoming the Progressive Conservative Party, and shortly after, an initial announcement was made by Smallegan concerning the new Party. After the announcement, the Green Party leadership called off the alliance, stating that the alliance had not been finalized at the time of the information release, and the NCP took a hit in the polls for releasing the information too soon.

After this hit to the NCP Ratings, Smallegan and his Associate President [[Péricles Maranhão Neto]] worked to regain support of the Ibaglian People. Within days, Maranhão announced his intention to leave the NCP and his position on the Secretariat, and then joined the Liberal Party. This also hit the NCP's ratings. Immediately following this action, Smallegan appointed [[Robert Clarke]] as the new New Conservative Party's Associate President. Because the position of Secretary-General was then vacant, [[John Landes]] was moved into the position of Secretary-General. The new NCP team worked hard as the end of the campaign was fast approaching. Election day came, and the three parties were close in public approval.

When Ibaglians went to the polls, the New Conservative Party received 15 seats, the Conservatives 15, the Liberals 24, and the Greens 6. In response to growing concerns about forming a viable government, and also to connect two parties of closely related beliefs, Smallegan and Conservative leader [[Clinton Roser]] established the [[Conservative Alliance of Ibagli]], with Smallegan as its leader. Smallegan, who had been appointed Prime Minister in December, was asked by [[Governor-General of Ibagli|Governor-General]] Dame [[Annette Farquhar]] to form a new government. Smallegan scheduled the opening of Parliament for early February.

After the formation of the Conservative Alliance, Smallegan set out on his duties as Prime Minister. As Parliament was not yet in session, he focused on setting up a plan for the coming Parliament, and began work on the NCP/CAI goals for the next Parliament. Smallegan proceeded to set up his cabinet, naming all NCP Secretariat members to the Cabinet, along with several high-ranking Conservatives.

Shortly after Smallegan's formation of a government, the Liberal Party and the Green Party announced that they would be joining in a coalition with the intent to topple the Smallegan government. As the new coalition did not yet have a clear majority, Smallegan decided to remain Prime Minister and face the House of Commons.

==Fall of the Smallegan Government==

On 30 January, Conservative MP Sir [[Steven Hardeman]] was reelected as the [[Speaker of the House of Commons|Speaker of the House]]. This left the CAI with a working minority in the house, as the Speaker is not permitted to vote unless there is a tied vote. On 10 February 2006, the House of Commons voted 30-29 against the Speech From the Throne. Smallegan tendered his resignation to [[Governor-General of Ibagli|Governor-General]] Dame [[Annette Farquhar]] the next day.

==Post-premiership==

On 7 June 2006, Smallegan announced his resignation from the House of Commons and from the NCP leadership to become the director of the [[Ibaglian Intelligence Service]]. During the coup that occured later that month, Smallegan was out of Ibagli. According to coup leader [[Steven Lyall]], he was offered the position of Chancellor, analogous to Prime Minister, but Smallegan denied receiving any such offers.

On 27 August 2006, less than two months later, Smallegan announced his return to the House. New NCP leader [[Robert Clarke]] announced his resignation from the leadership in order to allow for Smallegan's return. Smallegan was reappointed party leader, making him [[Leader of the Opposition]].

In October 2006, after the fall of the [[Roger Pollack|Pollack]] government, Smallegan and Conservative leader Sir [[John Goodwin]] announced that the NCP and the Conservative Party would merge under the Conservative banner.

'''Ibagli''' (pronounced ee-BAG-lee or ih-BAG-lee) is an island country in the [[wp:South Pacific Ocean|South Pacific Ocean]]. It obtained sovereignty in 1955 from the [[wp:United Kingdom|United Kingdom]]. The capital of Ibagli is [[Haphonia]]. The current population of Ibagli is approximately 500,000.

Ibagli is a unitary constitutional monarchy with a parliamentary democracy. The [[Monarchy in Ibagli|Monarch]], currently [[Queen Elizabeth II]], is represented by a non-partisan [[Governor-General of Ibagli|Governor-General]]. Political power is vested in the [[Parliament of Ibagli|Parliament]], with the executive headed by the [[Prime Minister of Ibagli|Prime Minister]], Ibagli's head of government.

Ibagli obtained independence on 15 June 1955. It is located in central [[wp:Polynesia|Polynesia]], approximately halfway between [[wp:Hawaii|Hawaii]] and [[wp:New Zealand|New Zealand]]. The population of Ibagli is primarily of European descent. The largest ethnic minority in Ibagli are the aboriginal Ibaglians. The name of Ibagli comes from an aboriginal word for [[Mount Victoria]].

==History==

The first Polynesians to arrive in Ibagli are believed to have arrived from Southeast Asia or South America over 4000 years ago. Historically, the island of Ibagli was a possession of the Samoan empire.

In the 1820s, English missionaries and traders began to arrive. Ibagli was colonized by the British in 1858 in order to avoid French colonization of the island. Control of Ibagli passed to the colony of [[wp:New South Wales|New South Wales]] in 1883. Upon the federation of [[wp:Australia|Australia]] in 1901, Ibagli was placed under the jurisdiction of [[wp:New Zealand|New Zealand]]. The first Ibaglian legislature was formed in 1882, consisting of a Legislative Council, the predecessor to the Senate, and a Legislative Assembly, the predecessor to the House of Commons. The Governor retained large amounts of power well into the 1930s.

In 1912, panic ensued in Ibagli when a minor eruption occurred on [[Mount Victoria]]. 18 people were killed in a stampede in Haphonia as the ash cloud descended on the city. 4 people died while attempting to swim away from the island. Approximately 1400 aboriginal Ibaglians were killed, most having been relocated to the areas near the mountain in the 1890s. In 1913, the United Kingdom regained direct control of Ibagli. In 1917, 42% of the native population was killed by the Spanish flu pandemic.

In the [[wp:First World War|First World War]], Ibagli contributed approximately 1000 servicemen to the war effort. About 300 of them were members of the various regiments in the [[wp:Australian and New Zealand Army Corps|Australian and New Zealand Army Corps]] which was decimated at the [[wp:Battle of Gallipoli|Battle of Gallipoli]]. The battle is commemorated on ANZAC Day every year on 25 April.

Approximately 1200 Ibaglians fought in the [[wp:Second World War|Second World War]], mostly in the [[wp:Pacific War|Pacific War]].

===Independence===

Talks on Ibaglian independence began in 1950, as the population of Ibagli began to sharply increase due to an increasing number of settlers from Britain escaping the postwar austerity. Much of the older generation living in Ibagli today either settled in Ibagli as children or are the children of these settlers.

On 10 June 1955, the ''Ibagli Act, 1955 (UK)'' received Royal Assent. It was proclaimed in Haphonia on 15 June by [[Governor-General of Ibagli|Governor-General]] the [[Albert Cunard, 1st Viscount Feldon|Viscount Feldon]]. A schedule to this act was the ''[[The Constitution Act, 1955]]''. It granted Ibagli independence, and set provisions for the new Ibaglian government. The Constitution Act is still the primary source of Ibaglian constitutional law.

===1955-1981===

In 1966, Ibagli created the [[Ibaglian Pound]] as a replacement for the Australian Pound which was in the process of demonetisation.

In 1970, Ibagli went through a period of unrest as dissent mounted against the policies of Prime Minister [[Joseph Kenilworth]] towards aboriginal Ibaglians. In 1972, there was more unrest in Ibagli related to Kenilworth's policies, which culminated in a near constitutional crisis when Governor-General Sir [[Aaron Lastman]] refused to allow Prime Minister Kenilworth to use the protests against him as a reason to extend Parliament past its five year term. Upon the date of the expiry of Parliament's mandate, Governor-General Lastman dissolved Parliament and called an election without the advice of Prime Minister Kenilworth.

In January 1971, Prime Minister Kenilworth sent Ibaglian Armed Forces into Palterma in an attempt at regime change. At the time, Palterma was controlled by a communist government. The attempt proved unsuccessful, and Ibaglian forces withdrew in early July 1972.

In 1972, as a response to the actions of Prime Minister Kenilworth, a Charter of Rights was added to the ''Constitution Act, 1955''. The amendment to the Constitution also removed all powers of the United Kingdom over Ibagli.

Capital punishment was outlawed in Ibagli in 1973, a moratorium having been enacted by [[Steven Spell]], the [[Minister of Justice]], upon his appointment in 1972.

During the [[Henry LeVeque|LeVeque]] administrations, several social democratic programs were enacted in Ibagli, including universal health care.

===1981-2006===

In 1986, the fishing industry went on strike to protest the cutting of subsidies by the government of [[Charles Forrester]]. After a week and a half, Forrester ordered [[Royal Ibaglian Navy]] personnel to man fishing boats to prevent a food shortage and economic decline. In response to what was perceived as an anti-labour action, nearly every labour union in Ibagli declared a sympathy strike. The [[general strike of 1986|general strike]] lasted nearly a month, during which military personnel took over critical services.

The Ibaglian [[honours system]] was enhanced in 1986 with the addition of the [[Order of Ibaglian Merit]] and the [[Royal Ibaglian Order]].

In 1988, Sir [[Henry LeVeque]] was the first and only Ibaglian to be invested as a Knight of the Order of the Garter by Her Majesty [[Queen Elizabeth II]].

Prime Minister Charles Forrester became the first and only Prime Minister to die in office in 1989. Governor-General Sir Henry LeVeque appointed [[Thomas Harlington]] to replace him, prompting criticism from some who alleged that LeVeque, a former Liberal Prime Minister, had appointed the person he felt most likely to lose the next election. The criticism ended when instructions by Forrester were uncovered in which he asked that Harlington be made Prime Minister during any interim after his death.

In 1990, Government House was bombed from a boat on the Haphonia River. One staff member was killed by the explosion. Both bombers were shot by police officers on Colltik Bridge.

In 1993, allegations began to surface that Prime Minister [[Bradley Hunter]] had sold [[honours system|honours]] to political patrons. An examination of [[Liberal Party]] records revealed that all persons who had given over £10,000 to the party had been granted an honour of some kind, at that all those who had given over £250,000 had been knighted. Hunter was also the only Prime Minister to issue a resignation Honours List, in which he granted nearly all of his cabinet knighthoods.

In 2004, Ibagli was the second country to legalize same-sex marriage in all areas of a country.

The British dependency of [[Hapalnia]] was transferred to Ibagli in May 2004.

In 2005, there were a number of protests in [[Haphonia]] by the [[Ibagli Liberation Front]] (ILF), a radical aboriginal group. They were eventually dispersed by police and military units after surrounding [[1 East Coronation Street]].

====Bombing====

On 25 April 2006, 15 were killed and 40 were injured in a [[ANZAC Day Bombing|terrorist bombing]] in [[Haphonia]]. Governor-General Dame [[Annette Farquhar]] was severely injured and Speaker of the House of Commons Sir [[Steven Hardeman]] died several days later. The bombing was found to be the responsibility of the [[Ibagli Liberation Front|ILF]]. Ibagli mounted [[Operation Swordfish]] in [[Saint-Denis]] within the following weeks in order to capture members of the ILF leadership.

This military action caused infighting within the [[Green-Liberal coalition government]]. The pro-coalition [[Prime Minister]] [[Roger Pollack]] and [[Green Party]] leader [[Steven Lyall]] fell into disagreement with [[Minister of Finance]] [[Péricles Maranhão Neto]], who opposed the operation in Saint-Denis and refused to provide funding for the action. The funding was restored several days later by an Act of Parliament. Ibaglian forces were withdrawn several days later, with the exception of a singe navy vessel which remained to assist in restoring [[Saint-Denis]]'s government.

====Coup====

On 29 June 2006, then-[[Minister of Defence]] and leader of the [[Green Party]] [[Steven Lyall]] led a rebellion against the government of Ibagli. [[Ibaglian Armed Forces]], led by him, stormed [[Parliament of Ibagli|Parliament]]. After taking the title of 'Lord Protector', the government his 'protectorate' created several pieces of legislation that reformed the [[Senate]] and enacted certain environmental provisions that had failed to pass in the [[House of Commons]]. It was believed that he was aided by [[Governor-General of Ibagli|Governor-General]] Dame [[Annette Farquhar]].

Within days of the beginning of the crisis, a resistance force led by Field Marshal Sir [[Erik Barnes]] and backed by [[Minister of Finance]] [[Péricles Maranhão Neto]] was formed to take back Ibagli. The group would later merge with the legitimate government.

On 7 July, the 'protectorate' collapsed and Lyall went into exile. On 10 July, the [[Supreme Court of Ibagli|Supreme Court]] declared all legislation enacted during the crisis to be illegitimate. A commission was formed shortly thereafter to investigate the circumstances leading up to the crisis. It is being led by [[Chief Justice of Ibagli|Chief Justice]] Sir [[Albert Wooster]].

In March 2007, the [[Supreme Court of Ibagli|Supreme Court]] found several key players in the coup, including Farquhar and Lyall, guilty of treason. Farquhar died suddenly the next day, and Lyall was pardoned shortly thereafter on the advice of the Goodwin government.

The head of state of Ibagli is [[Queen Elizabeth II]], [[Monarchy in Ibagli|Queen of Ibagli]]. She is represented in Ibagli by [[Governor-General of Ibagli|Governor-General]] Sir [[Steven Spell]].

''[[The Constitution Act, 1955]]'' establishes the legal framework of Ibagli. The rest of Ibagli's constitution is based on unwritten customs and precedents.

===The Monarch===

Ibagli is a [[Monarchy in Ibagli|constitutional monarchy]] and a Commonwealth realm that recognizes Queen Elizabeth II as head of state. She has reigned over Ibagli in her own right since independence in 1955, and as Queen of the United Kingdom from 1952 to 1955.

On paper, the powers of the monarch appear to be very wide. In reality, most these powers are controlled by the Prime Minister and his cabinet and exercised by the [[Governor-General of Ibagli|Governor-General]].

Succession to the throne of Ibagli is based on male-preference primogeniture and is governed by the [[wp:Act of Settlement 1701|Act of Settlement]] and the [[wp:English Bill of Rights|English Bill of Rights]]. These documents are a part of Ibagli's constitutional law and, according to the Statute of Westminster, may not be changed without the consent of the Ibaglian Parliament. The heir apparent to the throne of Ibagli is [[Charles, Prince of Wales]].

===Governor-General===

The [[Governor-General of Ibagli]] is the representative in Ibagli of the monarch, and exercises most of the monarch's duties in Ibagli. These duties include the granting of [[Royal Assent]] to bills passed by the [[Parliament of Ibagli]], presenting [[Honours system|honours]], appointing the [[Prime Minister of Ibagli|Prime Minister]] and the [[Cabinet]], and dissolving Parliament and calling [[Elections in Ibagli|general elections]]. Most of these duties, however, are performed on the advice of the Prime Minister or are governed by long-standing constitutional conventions.

The Governor-General is appointed by the Queen on the advice of the Prime Minister. The current Governor-General is Sir [[Steven Spell]]. He was installed on 15 September 2006.

===Executive===

The [[Prime Minister of Ibagli]] is the head of the executive branch of Ibagli, and the head of government of Ibagli.

The Prime Minister is appointed by the Governor-General, who traditionally appoints the leader of the party or coalition in the House of Commons that commands a majority of votes in the House. It is usually clear which leader is best-situated to form a government, but it was not clear after the [[January 2006 General Election]]. The Governor-General first appointed [[Marcus Smallegan]] Prime Minister, but he lost the confidence of the House of Commons on the first vote held. The Governor-General then appointed [[Roger Pollack]], who it was by then clear would have the confidence of the house, to be Prime Minister.

The Prime Minister and his cabinet are formally chosen by the Governor-General, but modern practice dictates that the Governor-General respect the Prime Minister's choices for his cabinet. The current Prime Minister is Sir [[John Goodwin]], the leader of the [[Conservative Party]]. He was appointed on 18 November 2006.

The [[cabinet]] is a council of ministers that decides the policy and direction of the government. Most members of the cabinet head a ministry with a portfolio of different duties.

===Legislature===

The legislative branch of Ibagli consists of the [[Parliament of Ibagli]]. Parliament consists of three parts: The [[Monarchy in Ibagli|Sovereign]], the [[Senate]], and the [[House of Commons]].

The Parliament of Ibagli is the direct successor to the original Ibaglian legislature, which consisted of the Legislative Council and the Legislative Assembly.

====House of Commons====

The [[House of Commons]] consists of 60 representatives. Of them, 30 are elected by the first past the post method, and 30 are elected via proportional representation. The Commons is led in debate by their [[Speaker of the House of Commons|Speaker]], who is elected by secret ballot. The current Speaker is Sir [[Brian Rodney]].

Constitutionally, there must be at least one election for members of the House of Commons at least once in a five year period. In 2005, the ''Representation of the People Act'' was passed. It reformed Ibagli's electoral system by having half of the seats of the House of Commons be elected in the normal manner of first past the post, where the person who receives the largest number of votes in a district wins that district seats. The other half was filled by proportional representation, wherein voters vote for a party on the ballot. Parties win a number of seats proportional to their share of the vote.

Until 2005, Ibagli's electoral system could be unequivocally defined as a two-party system. However, with the recent creation of the New Conservative Party and the adoption of a partially proportional electoral system, it is not known what the future holds for Ibagli's parties. Several small parties have gained representation in the house since the advent of proportional representation.

There are currently 5 parties in the House of Commons. They are:

====Senate====

The [[Senate]] is the upper house of Parliament. It consists of Senators who are appointed by the Governor-General on the advice of the Prime Minister. There may be no more than 70 Senators at any time. There are currently 70 Senators.

The Senate is led in debate by their [[Speaker of the Senate|Speaker]], who is appointed by the Governor-General on the advice of the Prime Minister. The current Speaker of the Senate is [[Kenneth Thompson]].

There is perennial debate in Ibagli on the necessity of the Senate, and several governments have made unsuccessful attempts to abolish the upper house. The first attempt to abolish the Senate was made before it existed, when Premier [[Edward Brixton]], while working out the details of Ibagli's independence, expressed his desire for a unicameral Ibaglian Parliament. His plan was blocked by the Legislative Council, many of whom desired to continue as Senators in the Ibaglian Parliament. In both 2005 and 2006, the House of Commons endorsed a piece of legislation that would have abolished the Senate. Both times, the legislation was blocked in the Senate. Another recent piece of legislation that would have amended the constitution to create a partially-elected Senate failed to garner the support of two-thirds of the House of Commons that would have been necessary for passage.

There are currently 2 political parties represented in the Senate. They are:

===Law===

Ibaglian law is based on British common law. The supreme laws of Ibagli are contained in the [[Constitution of Ibagli]], the primary document of which is the [[Constitution Act 1955|''Constitution Act,'' 1955]]. Enforcement of Ibaglian law is the responsibility of Ibagli's national police force, the [[Royal Ibaglian Constabulary]], as well as local police forces.

===Judiciary===

The judiciary of Ibagli is loosely based off of the judiciary of the United Kingdom. Until 2005, the highest Ibaglian court was the [[High Court of Appeals]], which was comprised of Senators, emulating the Judicial Committee of the British House of Lords. In 1992, the High Court began to cut the number of cases they heard, hearing only matters of high constitutional importance by 2005, with the court of final appeal for most cases becoming the [[Crown Court]]. With the advent of the [[Supreme Court of Ibagli|Supreme Court]] in 2005, the Crown Court has become an intermediary court between the magistrates and the Supreme Court.

In addition, cases could be appealed to the Judicial Committee of the Privy Council until 2005.

====Supreme Court====

The [[Supreme Court of Ibagli]] is the highest court of Ibagli, and makes final decisions on constitutional questions. It was created in 2005. It is comprised of a [[Chief Justice of Ibagli|Chief Justice]] and six puisne justices. All are appointed by the [[Governor-General of Ibagli|Governor-General]] on the advice of the [[Prime Minister of Ibagli|Prime Minister]].

Since the enactment of the [[Document:Judicial Appointments Act|''Judicial Appointments Act'']] in 2007, appointments to the Supreme Court must be approved by the House of Commons. The House has not yet decided in what manner approval will be granted.

===Military===

The [[Ibaglian Armed Forces]] consist of the [[Royal Ibaglian Navy]], the [[Ibaglian Army]], and the [[Royal Ibaglian Air Force]]. Ibagli currently employs approximately 2900 full-time and 2000 reserve military personnel.

Currently, there are 50 Ibaglian Armed Forces personnel involved in the [[wp:NATO|NATO]] mission in [[wp:Afghanistan|Afghanistan]], 100 involved in [[wp:Operation Astute|Operation Astute]], the [[wp:Australia|Australian]]-led operation to bring stability to [[wp:East Timor|East Timor]], and 100 attached to the [[wp:Regional Assistance Mission to the Solomon Islands|Regional Assistance Mission to the Solomon Islands]].

Historically, Ibagli has been involved in a regime-change operation in Palterma, the [[wp:Vietnam War|Vietnam War]], a short peacekeeping mission in Palterma, and [[Operation Swordfish]], the Ibaglian mission to remove [[Ibagli Liberation Front|ILF]] leadership from [[Saint-Denis]].

===Foreign Relations===

Ibagli has maintained relations with foreign states since independence in 1955. Ibagli maintains close links with the [[wp:United Kingdom|United Kingdom]], [[wp:Australia|Australia]], [[wp:New Zealand|New Zealand]], and Pacific island nations. Ibagli is a member of the [[wp:United Nations|United Nations]], the [[wp:Commonwealth of Nations|Commonwealth of Nations]], and the [[wp:Asia-Pacific Economic Cooperation|Asia-Pacific Economic Cooperation]]. Ibagli is also a member of the [[wp:Pacific Islands Forum|Pacific Islands Forum]], an organisation which aims to enhance cooperation of Pacific states.

Relatively close links are maintained with the [[wp:United States|United States]], which maintained several bases on Ibagli during the Second World War, though they have distanced since the government of [[Henry LeVeque]] ended Ibaglian support for the [[wp:Vietnam War|war in Vietnam]], and more recently since Ibagli's refusal to support the US-led military action in Iraq.

Relations with other states vary depending on the state. Relations with the [[wp:People's Republic of China|People's Republic of China]] have been historically weak. Ibagli does not recognize the "one China" policy of the PRC and continues to maintain diplomatic relations with the [[wp:Republic of China|Republic of China]], more commonly known as Taiwan.

===Local Governments===

There are 80 villages, towns, and cities in Ibagli. Ibagli has no uniform system of local governments, although most consist of five to fifteen representatives, usually known as aldermen or councillors. Most councils elect one of their own to be mayor, but some, such as the [[Haphonia]] council, elect an outsider to the position of mayor, an office that holds mostly ceremonial duties. Elections for local councils are held every five years, the last being held in 2006.

Most local governments provide some level of service to their citizens, but this is not required. Approximately half of Ibagli is not under the jurisdiction of any particular police force, and policing is provided by the [[Royal Ibaglian Constabulary]].

Due to the irregular system of governments, some areas are disputed between several council zones, and some areas are not claimed by any. Recent governments have expressed interest in reforming local government.

Ibagli is located West of the International Dateline and South of the Equator at a central location within Polynesia, about halfway between Hawaii and New Zealand. Ibagli is located almost entirely on one island, with the exception of an offshore military base. The area of Ibagli is approximately 2540 km² (980 mi²). The length of Ibagli's coastline is approximately 300 km (200 mi).

North-central Ibagli is relatively flat, as are areas within one to two miles of the shore. Central Ibagli is mountainous, with the highest point at [[Mount Victoria]], an active volcano. The last major eruption was in 1802. There have been five minor eruptions since then, the last being in 1932.

Major rivers in Ibagli include the [[Haphonia River]] and Orange River. The Haphonia River is navigable only by small craft in the Haphonia area. Beyond Haphonia, the river narrows and is not navigable. The Orange River is not navigable on any stretch. Recently, there have been plans made to build hydroelectric power plants on the Orange River.

The climate of Ibagli is tropical, with an average annual temperature of 25°C. There is a rainy season from November to April. Average rainfall in coastal areas measures approximately 2.5 metres (100 inches), while inland rainfall is significantly higher at approximately 7.5 metres (300 inches) annually. Tropical cyclones may hit Ibagli during the summer.

The European influences in Ibagli are among the strongest in Ibagli, given Ibagli's low native population in the 1800s and the 1917 flu outbreak which killed 42% of natives, a mortality rate seven times higher than that observed in other nations. It is not known why Ibaglian islanders were so susceptible to the disease while only 3% of Ibaglians of European descent were killed.

In 2001, the population of Ibagli was 482,321. The largest cities in Ibagli were, in order of metropolitan area population: [[Haphonia]] (101,231), [[Exeter]] (72,231), and [[Loygre]] (67,212).

Until approximately 1985, the population of Ibagli rapidly increased. As the settlers of the 1950s grow older, however, the population growth rate has decreased. Over 40% of Ibagli's population is over age 65.

Ibagli has a prosperous, Western-style mixed economy, with a per capita GDP of approximately $24,000 United States dollars. In recent years, the Ibaglian economy has been resilient in the face of global economic downturn. Rising output in the domestic economy has been offsetting the global slump, and business and consumer confidence remains robust. Ibagli is a country heavily dependent on trade, as approximately 35% of Ibagli's output is exported. Common exports are fish and sugarcane.

==Early Life and Political Career==

Cannon was born 10 March 1959, to Jeffrey Cannon and Rebecca Gore in Loygre. He attended a local state school and Thistledowne University, obtaining a degree in Law and minoring in French. After his formal education was complete, he obtained a job as an interpreter within the Ministry of Foreign Affairs. Always outspoken, he gained popularity inside the government and left for Palterma.

In Palterma, his popularity soared as a member of the Palterman legislature. In 2003, he was appointed Premier of Palterma. In late 2004, he requested Ibaglian assistance in dealing with domestic terrorism. Cannon turned the government of Palterma over to a temporary Ibaglian authority and moved back to Ibagli, being elected to the House of Commons as a member of the Liberal Party.

In late 2005, Cannon was a leading force in the faction within the Liberal Party that sought to remove Prime Minister Anthony Kinder from the leadership of the party after the prorogation scandal, supporting Minister of Labour Roger Pollack's bid for the leadership. After the January 2006 General Election and the collapse of the Smallegan administration, he was appointed Minister of Foreign Affairs.

On October 11th, 2006, Cannon resigned from Parliament. He was appointed to the Supreme Court the same day.

==Justice Of The Supreme Court==

In 2006, Cannon became the youngest Justice of the Supreme Court in the history of Ibagli.

He is widely considered the most liberal member of the Court.

Cannon led the charge to convict numerous famous politicians for their role in the 2006 Coup. In March 2007, all members of the coup that were arrested were convicted of treason and sentenced to life in prison. Steven Lyall was pardoned shortly afterward. Lyall had been supportive and it had been proven
he was not the real leader of the coup. Cannon supported the pardon.

On March 25, 2007, Cannon cast the tie-breaking 4-3 vote in favor of dismantling the Burlington Cross in the controversial "Cross Case". The Town of Burlington decided a few hours later it would not comply with the order. The cross was removed under order of the Supreme Court due to the mental anguish it was deemed capable of causing the citizens. Members of the Conservative majority were opposed to the action, it is unseen if charges will be brought against the court.

Cannon has joined numerous groups in both Ibagli and Palterma that are pro-human rights and against capitalism, violence, and homophobia. Cannon is a vegetarian, atheist, and is openly homosexual. Cannon resides in [[Haphonia]]. He spends his time listening to music (notably punk rock, of which he is still an avid fan), enjoying the outdoors, and reading. His favorite vacation spot is France, he visits every year. Cannon is a huge fan of Paris, calling it "the greatest city in the world."

==Controversy==

Always out-spoken and rarely withdrawn, Cannon has been caught up in numerous controversies.

While leading Palterma, he frequently criticized the Conservatives in Palterma and Ibagli. His very vocal attacks boiled over in an interview, in which he labeled Palterman conservatives "fascists" and Ibagli conservatives "not too much better." Outraged, many conservatives called for him to resign. The pressure in the situation never really went away, as Cannon refused to apologize.

Upon returning to the mainland, Cannon was caught in a scandal due to comments about organized religion, saying in an interwiew: "I think it's [religion] mass delusion. It's ignorant. It follows no logic. Yet, people believe it. It's sad to me that people some people never even question it. People should question everything." Some members of public were once again outraged, but he won his election into Parliament in a landslide. Cannon once again refused to apologize, but did say he was strictly expressing his beliefs and not trying to condemn all religious and spiritual beliefs.

While in Parliament, Cannon clashed with numerous other members of all the major parties. Famously, he called conservative leaders "completely ignorant and blind to the publics needs and wants." He was known to clash with members of the cabinet he was a part of under Pollack.

As a Justice of the Supreme Court, Cannon has continued his very vocal campaign against conservatism. Recently butting heads with Marcus Smallegan and other conservatives on military matters, reffering to the group as "The Aggressively Macho Over-Spenders."
