Honourable Senators and Members of the House of Commons:
As the personal representative of Her Majesty Queen Elizabeth II, the Queen of Ibagli, I am pleased to open the first session of the sixteenth Parliament of Ibagli. I give my sincere welcome and congratulations to both the returning and the newly-elected members of Parliament.
My Government has six legislative priorities for the upcoming Parliament. They are:
1. Cutting taxes and re-examining the budget; 2. Creating business incentives for Ibaglian entrepreneurs; 3. Examining our Government and cutting unnecessary programs; 4. Reforming the Supreme Court; 5. Upgrading our defences; 6. Increased and more thorough international relations;
My Government will work to increase fiscal responsibility by examining current expenditures and cutting funding for programs deemed to be unnecessary. This will allow My Government to reduce the tax burden on Ibaglians, allowing them to keep more of their hard-earned money.
Legislation will be introduced that will take the first steps towards the creation of a fair tax system. This system will protect all Ibaglians from over-taxation and unnecessary spending.
Ibaglian entrepreneurs will be encouraged through the granting of tax incentives to small business owners. These incentives will allow small businesses to develop and thrive in Ibagli.
Legislation will be introduced to streamline the adoption process to make it easier for families to adopt children, while still affirming that candidate parents will provide a safe and nurturing home for children.
My Government will introduce legislation that will require minors seeking an abortion to receive the consent of a parent of guardian before the procedure may take place.
Those who serve in the Ibaglian judiciary must be qualified and unbiased. In order to promote this view, My Government will work to reform the Ibaglian judiciary so that members of our highest court are qualified to sit on the bench. Legislation will be introduced that will require Parliamentary hearings before Justices may take their place on the bench.
My Government will ensure that our armed forces are prepared for modern military conflict and that they are provided with the best equipment available to assist them in their goals of providing for the safety and protection of Ibaglians.
My Government will work for greater national security by establishing a committee in the House of Commons responsible for domestic security in Ibagli. This committee will work to draft new legislation that will protect Ibaglians.
Legislation will be introduced to establish a domestic security task force charged with researching and implementing new means of defending Ibagli against terrorism. This task force will be responsible for the creation of security regulations for transportation services.
My Government will work closely with the United Nations to ensure that Ibagli participates actively in worldwide relief projects designed to bring poverty to an end and to spread democracy, freedom, and peace throughout the world.
Ibagli’s voice abroad will be strengthened through the increase in diplomatic relations with foreign states. My Government will work with nations such as the United States of America, the United Kingdom, Canada, and others to make sure that they are informed of the decisions these nations make. These nations are among those whose actions affect those around the world, including Ibaglians.
In the new year, I will undertake a state visit to Mexico, the United States of America, and Canada.
My Government will increase support for our healthcare system, a model for healthcare institutions around the world. It will be expanded in order to provide the best level of care possible for every person in Ibagli, regardless of their financial situations. New facilities and staff will be added to cope with increasing demand, and existing facilities will be improved and expanded. Wait times at healthcare facilities will be lowered.
Members of the House of Commons:
You will be asked to appropriate the funds required to carry out the services and expenditures authorized by Parliament.
