In 1994, he ran an unsuccessful campaign for the leadership of the Liberal Party, losing to Jacob Philips. After the death of Philips in 1996, he was named interim leader. He was later elected leader of the Liberal Party. In the first 2004 election, he won a minority government, which was toppled within three months. In the second 2004 election, the Liberals won a majority.
