The Right Honourable Sir Vincent McNeese, KP, GCRI, OIM, MP was the Prime Minister of Ibagli from 2004 to 2005.
He was born on 21 February 1940 in Wellington, New Zealand. His family moved to Ibagli when he was 7 years old. He attended Thistledowne and Oxford.
He was first elected to the House of Commons in 1972. He lost his seat in the 1976 election, but regained it the next year. In 1994, he ran an unsuccessful campaign for the leadership of the Liberal Party, losing to Jacob Philips. After the death of Philips in 1996, he was named interim leader. He was later elected leader of the Liberal Party. In the first 2004 election, he won a minority government, which was toppled within three months. In the second 2004 election, the Liberals won a majority.
