Air Vice-Marshal the Honourable Steven Lyall, CRI, ID is a prominent Ibaglian politician and military official. He was the Minister of Defence of Ibagli from February to June 2006, and from 29 June 2006 to 9 July 2006, he claimed the title 'Lord Protector of Ibagli' following a military coup. He has been known for his advocacy of environmentalism and international affairs, as well as the role of Ibagli's Armed Forces. He is the only individual other than the Monarch to have acted as Ibagli's head of state. In March 2007 he was pardoned by justice Sir Jeremy Cannon's supreme court investigation upon releasing details of his involvement with the Ibaglian Intelligence Service.

Early Life and Military Service

Born in Haphonia, Ibagli on February 4, 1962, was eductated in Canada where he earned a degree in political science before enrolling as an officer in the Royal Ibaglian Air Force in where he was trained as a pilot. After completing his mandatory seven years of service he left the forces in and made the transition to commercial aviation, eventually becoming a captain for Ibaglian Airways. While living in Tapachek, Hapalnia he re-enrolled in the air force and became a member of the Liberal Party under the leadership of Vincent McNeese. He quickly became displeased with Liberal policies and in the fall of 2004 founded the Ibaglian Peoples' Party in Hapalnia. An uncommon practice, Lyall decided to remain a member of Ibagli's armed forces throughout his political career.

Ibaglian Peoples' Party

In what he viewed as an attempt to offer Ibaglian voters a left-wing "people-centric" alternative to the Liberal and Conservative parties, Lyall and several independent politicians began the Ibaglian Peoples' Party, which quickly became known by many as Hapalnia's most outspoken fringe party. With its idealistic image and progressive policies, the IPP aimed to further democratic reform, allow social leniancy and protect the rights of citizens. After a sucesful eletion campaign entitled "Harder, Bettter, Faster, Stronger," he was soon elected to the Hapalnia state legislature where the IPP now held three seats, which many considered a surprising achievement for such a young party. The IPP thrived as a fledgling political force under Lyall's leadership until it merged into the Green Party on 2 October 2004.

Green Politics

Having always held strong environmentalist beliefs, Lyall and the IPP merged seamlessly with the Green Party, greatly increasing the party's strength. Along with leader Max Lundgreen, Lyall helped begin an initiative to buld public support and create a new image for the party and in June 2005, was elected to the House of Commons in his home constituency of Haphonia West. Tragedy struck soon after the election, when Lundgreen, a close friend of Lyall and a well known Ibaglian activist, died, leaving Lyall to assume leadership of the party. Over the next few months, the greens had grown by leaps and bounds, with a solid base of support and representation in the house and strong involvement in environmental and humanitarian aid projects.

2006 General Election

The January 2006 election proved a success for the Green Party, having won six seats under the newly introduced system of proportional representation. The election, resulting in a Liberal win, soon sparked another political scandal as Marcus Smallegan's New Conservative and Clinton Roser's Conservative parties formed the Conservative Alliance of Ibagli, a new coaltition which formed the government, ousting the newly elected Liberals on the day of their election. Outraged by what he called a "stolen election", Lyall formed a coaltion with Roger Pollack's Liberals, aiming to topple the Conservative Alliance. The collaborating parties succeeded, thereafter openeing the second session of the 15th parliament.

2006 Coup

On 29 June 2006, Ibaglian soldiers, led by Lyall, captured Parliament Hill, allowing Lyall to claim the title of 'Lord Protector' and act as the head of state of Ibagli.
